here are some shields coming in tree drops and yes the proper banners also come with as a package loot and no looting does affect this it is just your IRL luck considering some op armor and weapons so for,  balancing  reasons yea definitely no it won't be a common structure due to some, late-game items are loot plus there are enchanted.
